my ex step mother who has custody of my two younger brothers wont let me have contact, do i have any legal rights?

No, you have no right to force visitation with your siblings. Parents have the right to determine who their children will visit. There is no cause of action to allow sibling visitation like there is for grandparent visitation. If the lack of visitation is so harmful to the children that they suffer real and substantial harm, a court could use it's equitable powers to protect the children. However, it is extremely unlikely that a court would help you.
