Can you sue your biological FATHER FOR NEVER DOING ANYTHING FOR ME? FOR INSTANCE, LIKE PAIN & SUFFERING OR SOMETHING LIKE THAT?

If your biological father gave up his parental rights so your mother had sole custody and your step or adoptive parent or parents have your full custody and he released all his parental rights, then he has no obligation to you at all.

If however your biological father simply did not pay child support for you or you require assistance with college tuition, you might have a claim for child support or college tuition assistance. If however you are out of college or graduated high school it may be too late for you to get any kind of assistance of support.

You cannot sue him for pain and suffering unless he did something affirmatively wrong, e.g. physical abuse.

Otherwise, no there is no law suit you can file against him for pain suffering for being an absent dad.
