Suing the state for wrongful placement into abusive home

A boy became a ward of Massachusetts DSS after removal from abusive home. He and other children were placed in adoptive home where they were abused. The boy filed multiple 51A complaints and was sent back to home where abusive parent punished him for filing 51A. Complaint eventually found to be valid and boy and siblings removed from home for abuse. Boy, now 18 has suffered from depression and acting out behaviors. Can he sue the state for placing him in inapproprite home and for not responding to complaints of abuse?
