Can my sons father take him out of the country without my consent? mexico?

If it is a vacation and it is provided for under the separation agreement or Court Order, yes. If it is not authorized, then he will need either your consent or that of the Court. However, unless there is a real issue of his moving your son to Mexico permanently as opposed to taking a vacation there, it is unlikely the court will prohibit your husband from taking your son to Mexico.
