working a deal for past due $ owed

Can a deal be made for past money owed in child support. The balance is extreme with all interest and penalties due. My friend would like to clear it up but it has got so high he can't come close to ever payingit off with penalties and interest.

Yes, a deal can be worked with the DoR.

They do take interest and penalties off under certain circumstances.
