Can doctors use the phrase on the return to work date forms

I have a brain injury and it is taking time to heal, every two weeks my work expects a doctors note with a specific return to work date. It is as stated undetermined..

Yes, this simply means that the doctor cannot provide a time frame for your return to work.
As an aside, if your brain injury was caused the negligence or mistake of another person, you might want to speak with an attorney to see if you can be compensated.
