Is This Allowed?
Can a state employee post on the internet correspondence with the police asking them to look into a private citizen?

If the material is false, and the correspondence-poster ("publisher") either knows it to be false, or is in reckless disregard as to its falsity, the publisher is potentially committing slander. Any other issue that exists would be with his employer, if the original e-mail was produced in the course of the publisher's employment duties.
