I have an ongiong dispute with my neighbor about noise. The police advised me to file a civil complaint in the district court. How should I go about this and what possible outcome can the courts provide?

The cause of action is nuisance. You can go to your local law library and get some assistance. Or you could retain an attorney.

The police could have acted if your neighbor violated the noise laws.
