When the tree came down it also tore the electric wires and the sofit off the side of my house. and caused water damage to ceiling. The property where the tree was located was owned by Department of Concervation and recreation (DCR). Can i sue them for the damages caused to my truck and my house in last months ice storm.

It sounds from your description that you have two claims: one under your homeowners policy and another under your auto policy. These are the claims you should be pursuing. Unless you can show that the tree was not properly maintained by DCR and that this lack of maintenance caused it to fall and strike the car, house, wires, etc., you would not be successful in any such action against the state.
