Duplicate Mailbox Keys

I am a manager of an apartment building. I was told that it may not be legal to keep duplicate mailbox keys altogether in locked box. Is this true? I do not have the residents' names on the keys.

I do not know the regulations in this regard. You should ask your post office.

However, -if- the locked box is solely in your office, and solely accessible by you , you would seem to be taking reasonable security steps. If the box can be accessed by other tenants and such, on the other hand, it does not appear to provide reasonable security of the individual boxes.
