how can I file against the state of massachusetts for the loss of a civil judgment?

This is a bit complex. And I would absolutely encourage you to bring the issue to a lawyer. As a general principle, before bringing suit, you need to send a presentment letter to the Executive in charge of the State, the State Agency, or Town from which you are seeking recovery. They have six months to respond, after which you have to file suit within three years.
