Please describe the differences between traditional and policy litigation and explain how the former can turn into the latter.

I guess I know what you mean by traditional litigation, but I don't know what you mean by policy litigation. Litigation of any kind requires a specific "case or controversy" of some sort. Do you mean litigation relating to something like an insurance policy?
