Legal Question in Civil Litigation in Massachusetts

I just moved to a new town and was told by someone that I should be careful of my new neighbor. It turns out he is a convicted sex offender. He is a level 3 offender in a different state, but is only a level 2 in the state I live in. How is that possible? I have no intention of harassing this person, but what are the appropriate ways to ask why is only a level 2 and if that is appropriate. I have already spoken with the local police and they said that the recommended he be a level 3, but that the state board made him a 2. If I were to have concerns, is it possible to petition the board or the police in an appropriate way?

Each state has a different set of laws for sex offender registration. Part of these laws are standards for classification. Without knowing the standards in the other state you can't compare the two. Furthermore, a classification is not a lifelong tag. As time goes by without committing further crimes and with making improvements in their lives offenders can receive lower numbers.
