Neighbor disputes
I'd like to know what I can do about my downstairs neighbor.They are always causing trouble with us,more so with my two children.They are basically intimidating both my children.She will yell at them,always has something to say to them,and will stand out on her porch and stare at them for a while.
This action,scares both of my children to the point that they don't like to go play in there own yard.They have also done other things to us like there son kicking in our screen door three times,squirting a hose in our windows ect...I have talked to the landlady and there is not much she can do.I thought about sending them a letter of demand to stop yelling and intimidating my children.How can I do this and is it legal for me to do it?

Of course you can send such a letter. You really ought to.
The next step is to report to the police each time she or they do something like this. Threatening behavior and yelling and the like is called simple assault. Water in the windows, kicking in the screen door, etc. --> vandalism, property damage claims.
Better to start by writing a letter. (Spell "their" correctly.)
If you are a section 8 (or similar) tenant, your landlord can be held responsible under your lease and their lease for making them behave.
