plaintiff filed claim against me for 4,900 dollars,above alotted amount,and out of my district and county,what action shall i take

A litigant may allege damages above $2,000 in Small Claims, but his or her judgment will be limited to $2,000.

Without commenting on whether the court chosen by your plaintiff was correct, I will mention that the rules of civil procedure allow a person to be sued in the judicial district either where one of the parties lives or works or in a county adjacent thereto.
