Video Taping in Elevator

If you have a surveillance camera in an elevator of an apartment building, do you need a sign informing residents/visitors that they are being recorded?

It is customary for premises to indicate the possibility of surveillance in the public areas with a sign, but may not be legall required. Bear in mind that safety concerns in the modern age make some public recording seem quite reasonable -- as the families of 32 students and instructors at Virginia Tech will tell you after yesterday's horrendous events.
