Volunteer accused of theft
Volunteers who deliver meals to the homes of recipients are asked to enter the home and place the meal in the refrigerator if nobody comes to the door. If a volunteer is accused of stealing something from the house, will they have to defend them self at their own expense? They are NOT town employees.

Unless they have an agreement in place with the Town, or agency that they work at the direction of, volunteers are responsible for their own legal expenses when charged with criminal activity.

The liability can be as to the town and as to the volunteers, depending on the act, and depending on the nature of the agreement with the town.
