can i apply as a US citizen a petition for my mother to come to the US eventhough I dont work

Yes you can, but you'd need another person to do at least a second Affidavit of Support. You have to fill one out, but if you don't have assets to meet the poverty guidelines, then a second (or third) sponsor is also needed. Also, you must be 21 years old.

This information doesn't touch on whether your mother is eligible for an immigrant visa or to adjust status to permanent residence. For that more information would be needed.
