My canadian mom has been married to an american for 3 years, i am 27 year old female i am in the USA now on a student visa, can i apply for a change of status?

No because there is no visa available for you at this time. If your mother has only been married to her USC spouse for 3 years then she is probably a Legal Permanent Resident, if he has petitioned for her that is. An LPR can petition for an unmarried adult child but the wait for a visa is about 8 years at the moment. You can check with the US State Department Visa Bulletin section to see where they are on processing applications. If your mother is a U.S. citizen then the wait is about 3 years from the time of filing the I-130 petition.
