Legal Question in Immigration Law in Massachusetts

i have a cousin in Nigeria from my father's side. The father is my father's youngest sibling. She is fifteen years old right now. For the first eight years of live, we did not see her. Her mother died about the time she was 3 years old and her father left her on the care of her grandmother (mother's mother) in the village. Her father was estrange from us. The father disappeared since 1990 and no one knew where he went. The father returned in 2003 and he and my father went to the village to get my cousin. She looked very skinny like she was not properly cared for. They both lived with my father and my siblings in Nigeria still 2004. In 2004, my father and my siblings came to America. In the same 2004, her father remarried and sent her have to her grandmother in the village. I have fearful that she will not be care for. Since 2004, we have no contact with her because there is no communication platform in the village. I want to know about any option to bring her to America. I am a citizen of America now and my mother is also a Citizen. My father and other siblings will be soon. What options do we have if we want to bring her to America. Please it is critical, please i will appreciate your answer

As a cousin you will not be able to petition for her. The best suggestion would be adoption but it has to be done before she is sixteen.
