F-1 visa student and non-profit organization

As an international student with F-1 Visa, am I eligable to start my own non-profit organization? If I can't is it okay to ''start'' it in a different country and still actively work it in the States?

As an F-1 student, you are not eligible to WORK in the US, which is generally defined as performing services for another person for pay. What you are proposing impinges on somewhat of a "gray" area, so I would recommend that you consult with an attorney before formally embarking on your plans.
