fiancee visa for asylee

I have filed for asylum and I am waiting for the decision. My fiancee whom I got engaged to after filing for asylum is still at home in Europe. Will she be able to apply for a fiancee visa?

In order to apply for a K1 fiancee visa, the petitioner must be a United States citizen.
