Re: green card lottery

The 19 year old may be eligible for the DV lottery so long a she isn't married. Her fiance is out of luck. You haven't provided any information on the parent's status, the 19 year old's status or their location etc., So I don't know if they will be eligible to apply meaning are they in the US? If so are they in status? If not in status, are they grandfathered in for 245i? If your friend & her family are unlawfully in the US for more than 180 days and are not grandfathered in for 245i, they will not be able to adjust status in the US and obtain a green card thru the DV lottery nor will they be able to leave the US to pick up a visa thru the lottery because they will trigger a 3 or 10 year bar from returning to the US once they depart the US. They will not be able to obtain a pardon from their unlawful presence. Since they must obtain the DV visa within the particular fiscal year, if this is their story, they are out of luck.

Re: green card lottery

When someone becomes a permanent resident of the United States they can petition for their minor children to also receive a green card. They are in the second highest preference category but still must wait their turn until they are approved.
