L-1 visa holder wants to work a 2nd job (not for original employer)

Can someone that is here legally on an L-1 visa take a 2nd job as a consultant for a non-sponsoring employer? In other words, can an L-1 visa holder legally work as a consultant in addition to the job that he came for?

No, you can't do that unless you'll be working for free as a consultant. The L-1 visa is specifically to work for your sponsoring employer.
