Marriage to a Green Card Holder

He entered on a visitors visa into the US, now he is getting married to a greencard holder. After his visitor's visa expires, can he stay in the US while his adjustment of status application goes thorough?

Dear Sir or Madam:

Technically speaking, he has violated the terms of the visitor's visa. Practically speaking, his new status in the U.S. is applicant for permanent residence. Whether he will be penalized for this really depends on a number of factors.
