Hi. I wonder if I can get married with my permanent resident card to someone who is nonresident in USA, and if I can, will she get her legal status for living and working in USA.

You can be married and sponsor your spouse in the F2A category: www.h1b1.com/sponsor.htm
However, your spouse will need to maintain independent nonimmigrant visa status until the priority date is current, or until you become a U.S. citizen, before her adjustment of status application can be filed.

You can petition for a spouse if you have a green card, however, she must not be out of status at the time she is ready to file for adjustment of status. If she is out of status then you will have to wait until you are a U.S. citizen to file.
