How to get a visa

I would like to ask a friend of mine to visit me in the USA, he is in Ghana West Africa how do I go about that? Does it cost $? Does it take a long time?

Anyone wanting to come to the U.S. for a temporary visit can apply for a visitor's visa at the U.S. consulate in their home country.
