If I want to use a snapshot of a database page on a copyrighted webpage for tutorial reasons it is against the law

If you are using it in a classroom on a brief slideshow, you probably are making a "fair use." If you use it without permission in anything more widespread, you may well be violating copyright.
I suggest contacting the web administrator, specifying the intended use, and --asking permission--.
