Legal Question in Employment Law in Massachusetts

I am an at-will employee at a privately held company in Massachusetts. I recently asked my supervisor to provide a written recommendation letter for my graduate school applications, which he was happy to do. Today, he informed me that the owner of the company does not allow her employees to provide written recommendations of any kind. Is this kind of policy legal in Massachusetts?

The short answer is that many companies in Massachusetts have a policy of only providing basic confirming information, such as whether and during what time period someone was employed there and their position, as opposed to recommendations.
