Legal Question in Employment Law in Massachusetts

I am a city employee in Ma. I was put in an ING 457(b) plan. I am also retired military, drawing a pension. I want to stop my ING and withdrawl my funds. I am told I cannot do this unless I am terminated from my current employment. I was also told I cannot take a loan out against my pension. I do not meet any of the Emergency Withdrawal guidelines. How can I withdrawl my money that is rightfully mine, not ING'S or the governments. I would iunderstand if my employer matched my contribution, but they do not. I want my money that belongs to me. What are my options?

It is sometimes possible to withdraw early from a city pension fund. Some factors that would need to be considered are what town are you employed in, what is your profession, and how long until you plan on retiring ?
