Discrimination or workplace bullying?

I work with someone who leaves me out of all office communication (verbal), hides and listens to conversations, looks at things on my desk, looks in my computer (cannot prove), asks others what I am working on - snoops on my desk to find out what I am working on, tells things to others in the office regarding my personal information, ie vacation days or benefit time available, how I am going to use them and she will see that I cannot use them that way, tells skewed accounts in her favor of situations that happened, takes credit for my work and ideas, has delved into a situation regarding my medical condition. I cannot talk to her or she makes my life miserable, more than already. I spoke to the boss and he says he doesn't see any of this. I think that she read something in an envelope on my desk addressed to my doctor because she had info that was in there. She iHow do I handle her? The boss said to speak to her directly but she is vindictive and malicious. Has she done anything against the law. I know she is unprofessional and unethical. Talking about my personnel record or gaining info on my medical record, is either of these against the law? I would like to talk to her but I don't want to threaten her. Please help me

I'm sorry that you are going through this situation at work. As for your question of whether this is discrimination or bullying I'd have to know more about the situation. It could be discrimination if her actions are motivated by your membership in a protected class (for example race or gender) and you have had an adverse work action as a result of it. But, based on what you posted, it does sound more like bullying behavior. If you don't feel that you can speak with her directly, and your boss is not doing anything to help the situation, a discussion with Human Resources might help.
