Is my employer able to ban all scents and fragrances from our workplace to accommodate one employee? Meaning all employees would have to 1. not wear perfume or cologne. 2. replace all soaps, shampoos and body washes with unscented ones. 3. replace all washing machine detergents with unscented ones.

Your employer is required by law to make reasonable accomodations for any employee's medical condition. So your employer has the right to ban all perfume and cologne and to ask that all employees to remove unnatural sents to the extent reasonably possible.
If your concern is the cost of replacing some items to accomodate this employee, you should speak to your employer about a one time cost reimbursement.
It may seem a bit unfair but it is not unreasonable.
