not fired/laidoff but not being provided hours to work

Situation: she is considered employed by a Home Depot location but they do not give her any hours, yet refuse to fire or lay her off...she has been looking but was unable to find anything. About 4 weeks ago she started to receive unemployment checks and all of a sudden she received a letter saying that she will not receive anymore and she may be responsible to pay back what has already been given to her because she is still considered employed at Home Depot...what can she do? She is not getting any hours so she has no income and now unemployment is not only stopping her checks but saying she may need to pay it back. If she quits at Home Depot she will not be able to collect then either so what is supposed to do? No hours being offered to her yet HD won't lay her off or fire her and now she can't even collect. Can Home Depot (or any company for that matter) simply not provide work yet not release them from the company simply to get out of paying for unemployment?

She should contact Greater Boston Legal Services (www.gbls.org) They (together with a clinic at Northeastern University) can help with issues of unemployment benefits, disability, food stamps, and access to other services.
