Legal Question in Employment Law in Massachusetts

hiring question

My wife interviewed for a job at a local communiety college and was told she was the only person to answer the advertisment for the job so they would wait for over the holidays to run the ad again and see if more people answered the ad. My wife is very qualified to do the job advertised is this legal ?
