Can a manager demand a cash payment from each of the employees in exchange for their biweekly paychecks?

I'm not exactly sure what you are describing, but it doesn't sound right to me. Whether your manager is demanding to pay you in cash, or demanding cash from employees in exchange for their paychecks (?), it is not appropriate.
