Legal Question in Employment Law in Massachusetts

Personnel file

I was laid off from my job in February 2009 after 12 years. The day after the lay off I requested a copy of my personnel file. After numerous verbal requests and a few e-mail requests, I still do not have the file. What recouse or actions should I follow in order to get this resolved? I feel like there is something the company is hiding.

There are civil penalties for failure to provide an employee with his or her personnel file or payroll records.
