I was promised a raise
I accepted a job offer with the agreement to get a raise in 6 months. This was not put in writing but they are also not denying that this was the agreement, they are simply giving me excuses as to why they aren't giving me the raise, none of which have to do with me. What are my options, if any?

You may have a claim for fraud or misrepresentation. A successful claim requires that your employer made a false statement to you (promising the raise) to induce you to rely on that statement in order to take a particular action (take the job), the statement then turns out to be false (you don�t get the raise), and you are harmed by relying on the false representation.
Be warned that these are not easy claims to win. You would basically have to show that the intent of your employer was to knowingly lie to you to take the job without ever intending to follow through with the raise and that in relying on that lie you were harmed, for example, by giving up a higher paying job or job opportunity to take the job with them.
