vacation days

my employer has decided to change our vacation policy, cutting days. We were informed on 1/18/07 that this new policy is in place beginning 1/1/07. Is there a law that states when a HR dept. can change policies, such as a year from date of notice to employees?

Changes can be made, but they must be made prospectively and can't deny any employee earned vacation.
