Is it legal to only have one entrance to an apartment that is on the third floor?

Fire codes allow windows to be counted as egresses, under appropriate circumstances. However, you should look at the individual situation.
If you have a concern over conditions in your apartment, you should contact the municipal government to determine whether the apartment meets building and sanitary codes.
