My apartment promised a bunch of amenities to get us to sign the lease and now are retracting those without communicating to the residents. Is this a Bait and switch issue?

The term you are looking for is "fraud in the inducement." It is the intentional misprepresentation of promises followed by a failure or refusal to complete work or other promises as an incentive for someone to enter into a contract or as in your case a lease.
