In a commercial lease if a lessee has the option to renew, what can a lessor do if he does not want to renew it?

Nothing. The Lessor has to act in good fatih and comply with the terms of the lease unless you have failed to comply with the terms of the lease. Make sure you comply with all terms of the lease. The alternative is to negotiate a deal for the Landlord to buy you out of the option.
