can your lanlord evict you and throw all your stuff out of the house and change the locks without a legal document that was given to the tenant.

No. He must have a court order and he must place your property in a bonded wharehoues. If he does act with out a judgment and compliance with the tenant storage law, he is subject to severe penalty.

"Legal document given to the tenant" is unclear. There must be a judgment of eviction which must be preceded by certain required notices. It is possible to comply with all those requirements without physically "giving" something to the tenant.
