Is it legal for housing to take pictures inside my unit without my knowledge and then use it against me.

If the housing agents had the right to enter and inspect, they had the right to take pictures and create other evidence of what they found. I assume that this is public housing, and thus that the agency's agreement with you gave its agents the right to enter and inspect, and that they did so under the terms of your agreement with the housing agency.
