issues with heat

I have an on again/ off again problem my heat. The landlord states ''SO IT''S NOT MY PROBLEM SO TOUGH'' The heat is part of the rent. PLEASE HELP if possible

Ideally, you would have sent a letter to your landlord, together with your rent, every time you experience a problem with your heat.

You should tell your landlord in writing that if s/he does not fix the problem, you will hire a contractor to fix the problem and deduct the cost from your next rent payment. Then do it.
