how often and how much can a landlord up the rent?

On a month to month rent a Landlord can raise the rent more or less whenever they want but it should be a market rent. So if the rent for your unit in the market is $1,000 per month the Landlord can't reasonably raise the rent to $1,250 per month. Moreover, the Landlord has to give at least 30 days notice of the increase.

Just to add one point to what Attorney Roth said: if you have a written lease, then the written lease controls when and if the landlord can increase the rent.

If the lease does not indicate that the landlord can raise the rent, then s/he may not.
