Does the landlord have a right to be turning off the hall way lights each and everytime when he knows that the hall way is in darkness?

No.

Common areas must be kept suitably lit for safety purposes. The number of units and location of light switches may be considered, but as a general rule, only a foolish landlord risks the slip-and-fall case that inevitably follows inadequate lighting.
