Legal Question in Landlord & Tenant Law in Massachusetts
I live in a projected based section eight building....HUD......
My nieghbor below me was tell management that i was making noise above her in my apartment.......well the landlord filed out a hud domestic voilence form which also covers stalking...saying the noise i am making walking on the floor is stalking her...this form got placed in my tenant file........is noise complaints considered stalking?

Not generally. It could be deemed harrassment if you are deemed to do this intentionally to distress this woman.
The manager should have at least spoken to you.
