negligence of a landlord
if a tenant gives there 30 days notice to terminate the lease and leave due to the landlord raising the rent,and neglecting major code violations,would the tenant have to leave with in those 30 days if they haven't found another suitable home? if i chose to stay ,could i take him to court to ask for more time.

If you decide to stay in the apartment, the landlord would need to commence eviction proceedings against you. This process can take a little under a month or many months, depending.
If there are major code violations, security deposit violations, etc., you should probably contact an attorney to represent you and make sure that you take advantage of whatever leverage that you have.
