Is a landlod ever reguired to paint or provide paint for a tenant in MA.?

Generally, no. Except that the Landlord must deliver up the apartment to the tenant in a clean and habitable condition. Peeling or flaking paint - especially if lead paint is suspected - would change the situation.

A Landlord is required to keep the apartment in reasonable condition. Painting is not specifically required, but if you have lived in an apartment for a number of years or the apartment has not been painted in 5-10 years, it is not unreasonable to ask for him to paint it or allow you to paint it and provide the paint.
However, there is no specific requirement that a Landlord paint an apartment.
