who pays for utilities in common areas and hot water in basement
We live in Somerville MA. and just found out our landlord is in fault concerning utilities (we are paying for common areas), who is to pay for past and present bills that have been $250 for one month. Also he nor past landlord has never done walk through or giving statement of condition. My son outlet (there is only one) in his bedroom does Not WORK! We have to run a cord thta he could trip over. We believe the city is allowing him unlawful breaks. Maybe he has friends that work for the city. WE WANT OUR DEPOSIT BACK! Also we want he to pay past and present utilities until EVERYTHING IS FIX. Please HELP.

You should have the property inspected by the city's housing inspector. This is important. It proves the existence of the problems you have uncovered and will give you leverage.
